Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirement for the estimated period of performance. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the award. The Government will not be responsible for any costs incurred by responding to this notice. Contractors must be registered in the System for Award Management (SAM) at www.sam.gov at the time of the response due date. Responses are due by December 12, 2024, 10:AM Mountain Standard Time (MST). All responses shall be submitted via e-mail to david.glanton@va.gov. Telephone requests will not be accepted. A Justification and Approval (J&A) will be executed by the Head of the Contracting Activity (HCA) for the contract and will be posted to Contract Opportunities as required by Federal Acquisition Regulation (FAR) 8.405-6(a) or (b). The statutory authority is FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Estimated Period of Performance for this requirement is: FEB 1, 2025 JAN 31, 2029 Please see attached SOW for specifics.
Background
The Department of Veterans Affairs (VA) Network Contracting Office (NCO) 19 is seeking to award a sole source, Fixed Price Indefinite Delivery/Indefinite Quantity (ID/IQ) contract to AGFA US Corp.

The purpose of this contract is to provide preventative maintenance and support services for the X-Ray Unit Radiology System, including the addition of new software and capabilities. This initiative aligns with the VA's mission to deliver high-quality healthcare services to veterans.

Work Details
The contractor will be responsible for:
1. Corrective maintenance for all specified equipment.
2. Conducting semi-annual preventive maintenance inspections as per Original Equipment Manufacturer (OEM) service literature.
3. Providing 24-hour telephonic support.
4. Including replacement parts and travel in the service agreement.

Preventive maintenance will consist of semi-annual checks, with detailed reporting on actions taken, adjustments made, test instruments used, and safety tests performed. Software support will include bug fixes and documentation for field notifications. All corrective maintenance must restore equipment operation per OEM standards, with reports submitted electronically to designated VA personnel.
