Background
The Phoenix VA Health Care System (PVAHCS) is seeking to enhance access to care for veterans, particularly those in rural areas or with mobility issues, by providing portable home sleep apnea testing devices. This initiative aligns with the agency's mission to transition clinical programs towards alternatives to face-to-face medicine, especially in light of the need to defer non-urgent pulmonary/sleep procedures. The goal of this contract is to facilitate timely diagnosis and treatment of sleep disorders through home sleep testing.

Work Details
The contractor shall provide type III home sleep study testing devices directly to veterans via a mail order service. Key tasks include:
1. Preparing the home sleep testing device per provider instructions and shipping it to the patient.
2. Providing phone support for veterans on the test day.
3. Facilitating data upload from the device after use, either via Bluetooth or return shipping for download.
4. Uploading test results to a cloud-based server compatible with the VA National Somnoware program for physician evaluation.
5. Ensuring that devices measure at least six channels including respiratory effort, airflow, heart rate, oximetry, snore detection, and actigraphy.
6. Providing 24/7 customer support and timely mailing services for both disposable and reusable devices.
7. Sending monthly itemized invoices for completed tests.

Period of Performance
The contract will span from August 1, 2026, through July 31, 2031, with options for renewal each year.

Place of Performance
Services will be performed primarily at the homes of veterans across various locations as specified by the PVAHCS.

Bidder Requirements
Bidders must demonstrate relevant experience in providing portable sleep apnea testing services and must comply with all applicable VA regulations regarding data privacy and security. Additionally, bidders should have capabilities for integration with VA systems such as Somnoware and EHR.

That prior work involved providing home sleep apnea testing (HSAT) equipment and services delivered directly to veterans’ homes, including disposable and non-disposable devices, device setup/support, return shipping for data capture, and compatibility with the VA Somnoware platform. The described tasks in the current requirement—mail-order delivery of type III HSAT devices, 24/7 troubleshooting, data upload/reporting to Somnoware—appear to be a continuation of the same delivery-and-integration model for HSAT equipment and services.
