Background
The Department of Veterans Affairs (VA) has issued a solicitation for staffing services at the Tucson Consolidated Mail Outpatient Pharmacy (CMOP). The solicitation is 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) in accordance with VAAR 819-70. The services required include providing Pharmacist, Pharmacy Technician, and Shipper/Packer services to support operations at the CMOP in Tucson, Arizona. The CMOP processes over 15 million prescriptions per year and supports all fifty states, Washington D.C., Puerto Rico, and US Territories.

Work Details
The contractor is required to provide all management, supervision, and labor necessary to fulfill the staffing requirements at the CMOP. The staffing plan should contain sufficient qualified personnel to work at the Tucson CMOP. The offeror must provide specific information on how their company proposes to meet the requirements of the performance work statement (PWS), including details on the number of pharmacists, pharmacy technicians, and shipper/packers currently on payroll within a fifty-mile radius of the Tucson CMOP.
Additionally, the offeror must provide documentation supporting their experience in navigating the VA’s unique credentialing, background, and onboarding processes for a large number of contract personnel. The proposal shall consist of four separate volumes: General, Technical Capability, Past Performance, and Price. Each volume has specific content requirements as outlined in the solicitation.

Period of Performance
The contract period of performance is from April 1, 2023, through March 31, 2028. The ordering period is divided into five periods from April 1st to March 31st for each year from 2023 to 2028.

Place of Performance
The services will be performed at the Department of Veterans Affairs CMOP facility located at 3675 Britannia Drive, Tucson AZ 85706-5041.
