Background
The solicitation is for a staffing service for the Meds by Mail (MbM) program, which supports various pharmacy programs including Indian Health Services (IHS), Veterans Choice, and other VHA-Integrated Veterans Care (IVC) or pharmacy benefits management (PBM) sponsored programs. The MbM program processes prescriptions from non-VA providers located in all 50 states, US Territories, and US Possessions. The program anticipates a 3-5% yearly increase in prescription volume over the next five years.
The Virtual Pharmacy Service (VPS) provided by MbM verifies prescriptions for Department of Veterans Affairs Medical Center (VAMC) Pharmacies of the United States and territories at a per prescription cost recovery. By the end of FY 2021, MbM serviced 32 VAMCs verifying 4.9 million prescriptions and anticipates substantial growth in the VPS program over the next 5 years.

Work Details
The solicitation requires professional assistance related to prescription processing support services to supplement the mission of three Meds by Mail (MbM) facilities located in Cheyenne, WY; Dublin, GA; and Murfreesboro, TN. The estimated number of personnel required by facility are: Dublin, GA - 40 Pharmacists and 30 Technicians; Cheyenne, WY - 40 Pharmacists and 30 Technicians; Murfreesboro, TN - 1 Pharmacist and 2 Technicians. The offeror's staffing plan should contain sufficient qualified personnel to work at the MbM facilities. The offeror must provide specific information on how their company proposes to meet the requirements of the performance work statement.

Period of Performance
The contract period of performance is from April 1, 2023, through March 31, 2028. Additionally, there are ordering periods from April 1, 2023, through March 31 of each subsequent year until March 31, 2028.

Place of Performance
The contract will be performed at various locations including Cheyenne, WY; Dublin, GA; Murfreesboro, TN.
