Staffing Service - Leavenworth CMOP   2

Background
The Department of Veterans Affairs (VA) is seeking staffing services for the Leavenworth Consolidated Mail Outpatient Pharmacy (CMOP). The CMOP supports all fifty states, Washington D. C., Puerto Rico, and US Territories and processes over 15 million prescriptions per year. The solicitation is 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) IAW VAAR 819-70. The solicitation is for Pharmacist/Pharmacist Technicians, Shippers/Packers for the Leavenworth CMOP. The contractor must provide all management, supervision, and labor necessary to support operations at the CMOP.

Work Details
The contractor is required to provide Shipper and Packer (Shipper/Packer), and Pharmacist and Pharmacy Technician services to the VA CMOP in Leavenworth, Kansas. The staffing plan should contain a sufficient number of qualified personnel to work at the Leavenworth CMOP. Specific information required includes the actual number of pharmacists and pharmacy technicians currently on payroll within a fifty-mile radius of the Leavenworth CMOP, the actual number of pharmacists and pharmacy technicians and shipper/packers successfully placed in the last 24 months, documentation to support previous placements, recruitment practices used to attract and retain personnel, proposed method of electronic timekeeping and records management for large numbers of personnel, on-site/virtual facility administrators to oversee and manage a large workforce, quality control plan, transition plan from an incumbent contractor, timelines with detailed milestones for transition periods, and names and qualifications of key personnel.

Period of Performance
The contract period of performance is from April 1, 2023, through March 31, 2028. Additionally, there are five ordering periods within this contract period:
- Ordering Period 1: April 1, 2023 – March 31, 2024
- Ordering Period 2: April 1, 2024 – March 31, 2025
- Ordering Period 3: April 1, 2025 – March 31, 2026
- Ordering Period 4: April 1, 2026 – March 31, 2027
- Ordering Period 5: April 1, 2027 – March 31, 2028.

Place of Performance
The place of performance is at the current Leavenworth CMOP facility located at 5000 South 13th Street in Leavenworth KS. However, a new CMOP facility is being built at a different location that will replace the Leavenworth CMOP. A slow transition of workload is expected to begin in September 2023.
