Background
The Department of Veterans Affairs Gulf Coast Veterans Health Care System (VAGCVHCS) is responsible for establishing a contract for pharmacy benefit management services aimed at providing emergency services for its Community-Based Outpatient Clinics (CBOCs). The primary hospital is located in Biloxi, MS, with additional CBOCs in Mobile, AL; Pensacola, FL; Eglin, FL; and Panama City, FL. The goal of this contract is to ensure that veterans receive timely access to necessary medications through local pharmacies.

Work Details
The contractor shall provide Pharmacy Benefit Management Services (also referred to as First-Fill Pharmacy Services) for the VAGCVHCS CBOCs. Key tasks include:

1. Filling all prescription orders written by VA CBOC physicians/providers using local pharmacies that comply with all applicable laws and regulations. Prescriptions must be from the VA’s Formulary; if not, prior approval from the Chief of Pharmacy is required.

2. Establishing agreements with at least four pharmacies within a 15-mile radius of each CBOC and providing an updated list of these pharmacies to the Technical Representative (COTR).

3. Dispensing up to a 10-day supply of medication from original prescriptions written by VAGCVHCS physicians/providers. Refills will not be honored by the contractor’s pharmacies when presented by VA beneficiaries.

4. Ensuring pharmacy services are available Monday through Friday from 8:00 AM to 5:30 PM, excluding Federal holidays. Prescriptions must be filled on approved VA prescription forms and comply with state regulations as necessary.

Period of Performance
The contract period begins on October 13, 2025, and ends on September 30, 2026, with options for renewal extending through September 30, 2030.

Place of Performance
The services will be performed at various locations including Biloxi, MS; Mobile, AL; Pensacola, FL; Eglin AFB, FL; and Panama City Beach, FL.
