Description

NOTICE OF INTENT TO AWARD SOLE SOURCE I. The Network Contracting Office (NCO) 16, located at Galleria Financial Center, 5075 Westheimer Rd, Ste 750, Houston, TX 77056 in support of Central Arkansas Veterans Health Care System (CAVHCS), intends to solicit and award Sole Source, Firm-Fixed-Price, Blanket Purchase Agreement (BPA) to one Large Business source, Optum Pharmacy Inc. Optum Pharmacy Inc. 23620 N 20TH Drive Suite 12 Phoenix, AZ 85085 CAVHCS has a requirement for compounding hazardous chemotherapy agents for its Little Rock campus. These compounding services are necessary to provide chemotherapy treatments to Veterans diagnosed with specific medical conditions. CAVHS has approximately 10 12 patients on any given day Monday Friday for Chemotherapy Infusion. Compounding must be done at an FDA 503A compliant facility and meet all state and federal laws. Contractor shall provide all chemotherapy agents, IV Tubing, closed system drug transfer devices, and any other items deemed necessary. All Hazardous Chemotherapy Agents will be aseptically compounded based on patient specific orders. II. The North American Industry Classification (NAICS) code for this acquisition is 325412, Electronic and Precision Equipment Repair and Maintenance. Size Standard 1300. III. This procurement is being conducted under Federal Acquisition Regulation (FAR) Parts 12 and 13.5 in accordance with (IAW) FAR Part 13.106-1(b) Soliciting from a single source. IV. The anticipated award date is November 1, 2025. The Government intends to award a Firm-Fixed-Price Blanket Purchase Agreement (BPA). V. Please note that this is not a request for competitive quotes and is being posted for informational purposes only. The government does not anticipate receiving responses to this notice. However, interested parties who disagree with this action may submit a letter of interest that demonstrates your firm s technical capability to provide all chemotherapy agents, IV Tubing, closed system drug transfer devices, and any other items deemed necessary. All Hazardous Chemotherapy Agents will be aseptically compounded based on patient specific orders. The contractor shall communicate its technical capability, provide current pharmacy registration/license, courier license/certification to provide the services required per this notice and draft statement of work (SOW). The government reserves the right to verify any request for additional documentation submitted. VI. Interested parties shall identify their interests, provide certifications/licenses as mentioned in section V of this document and capability to meet the government requirements and respond to this notice within fifteen (15) calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete this proposed acquisition based upon responses to this notice is at the sole discretion of the Government.
Background
The Network Contracting Office (NCO) 16, located in Houston, TX, is issuing a Sole Source, Firm-Fixed-Price Blanket Purchase Agreement (BPA) to Optum Pharmacy Inc. for the Central Arkansas Veterans Health Care System (CAVHCS). This contract aims to provide compounding services for hazardous chemotherapy agents necessary for treating Veterans diagnosed with specific medical conditions at the Little Rock campus. CAVHCS serves approximately 10-12 patients daily for chemotherapy infusion, and the compounding must comply with FDA 503A regulations and all applicable state and federal laws.

Work Details
The contractor is required to provide all chemotherapy agents, IV tubing, closed system drug transfer devices, and any other necessary items. All hazardous chemotherapy agents will be aseptically compounded based on patient-specific orders submitted via a secure network or fax. Orders must be confirmed by VA staff upon receipt. Compounded orders are to be transported via courier or overnight mail to ensure timely delivery before infusion dates. Deliveries must arrive by 9:00 AM the day after orders are submitted.

The contractor will also ensure compliance with USP 797 and USP 800 standards for compounding, labeling, and expiration dating. The contractor must maintain current certifications for sterile compounding areas and provide action plans for any deficiencies identified during inspections. A contingency plan is required in case of certification discrepancies or other disruptions affecting service delivery.
