Background
The Department of Veterans Affairs (VA) is seeking Pharmacy Benefits Management (PBM) Services for the Veterans Integrated Service Network (VISN) 9. The contract will be awarded based on the quoter's price and other factors. This requirement is being procured under the authority of Part and is set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) under the authority of 38 USC 8153.

Work Details
The contractor is required to provide Pharmacy Benefits Management at their facility or subcontracted facility, including filling, dispensing, and counseling on emergency prescriptions and controlled substances in quantities up to a ten-day supply for prescriptions written by care providers employed at designated VA Clinics and Community Based Outpatient Clinics (CBOCs) in VISN 9. The contractor must have a facility located within a thirty-minute drive of each CBOC location, be handicapped accessible, have ample seating for patients waiting on their prescriptions, and provide dispensing fees with discounted rates offered on both brand name and generic prescriptions. The contractor must adhere to the VISN 9 CBOC Formulary, fill only new prescriptions for emergent or controlled substance medication up to a ten-day supply with no refills, and offer counseling to patients consistent with Omnibus Budget Reconciliation Act (OBRA) 1990 requirements. The contract will have a Five-year base and One-year option period for a total period of performance of Ten years from award.

The contract will have a Five-year base period of performance beginning on October 1, 2022, and ending on September 30, 2027. It also includes an option period consisting of one year.

Place of Performance
The Pharmacy Benefits Management services will be performed at the contractor's facility or subcontracted facility, as well as at designated VA Clinics and Community Based Outpatient Clinics (CBOCs) in the region served by VISN 9.
