THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY to determine the availability of potential Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB), Women Owned Small Businesses (WOSB) or any other small business firms for a small business category type set-aside. The Department of Veterans Affairs, Network Contracting Office (NCO) 8, is conducting market research to determine potential qualified sources capable of providing VISN 08 (FL) Pharmacy Emergent First Fill Prescription Services. This is anticipated to be a firm-fixed price (FFP) with a one-year Base and 4 option periods. The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct competitive procurement. A determination by the VA not to open the requirement to open competition, based on responses to this sources sought synopsis is solely within the discretion of the VA. The Government does not intend to pay for any information provided under this sources sought synopsis. The Capabilities Statement for this sources sought is not expected to be a Proposal, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company s ability to demonstrate experience in relation to the areas specified herein. All information received in response to this sources sought notice will be marked as proprietary and will be handled accordingly. Background
The Department of Veterans Affairs, Network Contracting Office (NCO) 8, is conducting market research to identify potential qualified sources capable of providing Pharmacy Emergent First Fill Prescription Services for VISN 08 in Florida. This initiative aims to support the VA's mission of delivering high-quality healthcare services to veterans. The contract is anticipated to be a firm-fixed price with a one-year base period and four option periods.

Work Details
The contractor will provide Emergent First Fill and Emergency pharmaceutical benefits management products and services to Veterans Affairs (VA) beneficiaries in VISN 8 and extended services by the Clinical Contact Center to the Southeastern States Network Consortium. Key tasks include:
- Filling prescriptions only from authorized VA providers employed by the Department of Veterans Affairs.
- Reviewing all prescriptions to ensure they are from VA authorized providers; non-VA prescriptions will not be filled or reimbursed.
- Filling only new prescriptions, with rare exceptions for refills requiring pre-authorization by the Chief, Pharmacy Service at the responsible VAMC.
- Providing pharmacy benefit management services seven days a week, including federal holidays, with operational hours from 0000hrs to 2400hrs daily.
- Establishing an after-hours point of contact for emergencies or non-formulary approvals.
- Implementing an emergent enrollment process available 24/7 year-round.
- Ensuring prescriptions are filled in written form from authorized VA providers and may be faxed or telephoned into pharmacies by the Clinical Contact Center or VAMCs.
- Limiting prescription fills to a maximum of a ten-day supply unless otherwise pre-authorized, with remaining medication mailed from the VA Mail-Out Pharmacy.
- Dispensing legend drugs only according to an approved Emergency Medication Formulary List and ensuring prior authorization for any medications outside this list.
- Ensuring that generic drugs are dispensed whenever possible and that all medications comply with federal and state regulations.

Base period from January 23, 2025, to January 22, 2026; Option Year One from January 23, 2026, to January 22, 2027; Option Year Two from January 23, 2027, to January 22, 2028; Option Year Three from January 23, 2028, to January 22, 2029; Option Year Four from January 23, 2029, to January 22, 2030; Six-month option from January 23, 2030, to July 22, 2030.

Place of Performance
The contract will be performed in various locations across Florida within VISN 8 and extended services areas including parts of Georgia and Puerto Rico.
