Background
The Department of Veterans Affairs (VA) is seeking to provide phlebotomy staffing services at the Michael E. DeBakey VA Medical Center (MEDVAMC) located in Houston, TX.
The goal of this contract is to ensure that qualified phlebotomists are available to support healthcare services for Veteran beneficiaries, thereby enhancing the quality of care provided by the VA.

Work Details
The contractor shall provide onsite phlebotomy services, totaling 33,280 hours per year, with an option to increase by an additional 11,050 hours as needed.
Key tasks include:
- Providing qualified personnel for phlebotomy services as specified in the Performance Work Statement (PWS).
- Ensuring timely coverage for absences and maintaining a high standard of service delivery.
- Adhering to workplace safety protocols and patient identification standards using two patient identifiers.
- Completing all mandatory training related to privacy, confidentiality, and HIPAA compliance.
- Submitting itemized invoices detailing hours worked and rates charged.
- Maintaining accurate records of hours worked by contractor employees and ensuring compliance with quality assurance standards.

Period of Performance
The contract will be performed over a five-year period.
