Background
The Department of Veterans Affairs (VA) is issuing this solicitation for a multi-award Indefinite Delivery Contract (IDC) under the authority of 38 U.S.C. 1720. The contract aims to provide nursing home services for eligible Veterans within the Veterans Health Care System of Central Arkansas.

The Community Nursing Home (CNH) program is a vital part of the Veterans Health Administration's continuum of care, ensuring that Veterans receive necessary medical and psychosocial support.

Work Details
The contractor will provide nursing home services to eligible Veterans, which includes:
1. Furnishing all supplies and services as described in the solicitation and IDIQ upon acceptance of a VA patient by the CNH.
2. Ensuring that care meets health needs and promotes maximum well-being of VA patients, including total medical, nursing, and psychosocial needs.
3. Maintaining current Center for Medicare and Medicaid Services (CMS) certification and state nursing home license.
4. Having bed capacity to accept VA referrals in a timely manner (ideally within 24 hours).
5. Providing at least one provider visit per month, along with laboratory, x-ray, and other special services as needed.
6. Offering room, meals, nursing care, and other services without extra charge at the VA-authorized level of care.
7. Conducting quality oversight visits by authorized VA staff to ensure continuity of care.
8. Complying with Patient Driven Payment Model (PDPM) billing requirements for reimbursement.

Period of Performance
The contract will have an ordering period of up to five years beginning from the date of award.

Place of Performance
The contract will be performed at nursing home facilities located in Central Arkansas.
