Background
The U.S. Army Corps of Engineers (USACE), Baltimore District (NAB) is seeking capability statements from qualified industry partners for a firm-fixed-price construction contract for maintenance dredging in the Baltimore Harbor and Channels.

This project aims to support the navigation channels serving the Port of Baltimore, which is critical for commercial activities in the region.

Work Details
The project involves maintenance dredging of approximately 2,250,000 cubic yards (cy) from deep-draft federal navigation channels.

The dredging depth is set at 50 feet mean lower low water (ft MLLW), with an additional 1-2 feet of allowable overdepth. Specific tasks include:
- Dredging approximately 1,538,000 cy from Maryland approach channels (Craighill Entrance, Craighill Angle, Cutoff Angle, and Upper Range Channels) to be placed at the Paul S. Sarbanes Ecosystems Restoration Project at Poplar Island.
- Dredging approximately 700,000 cy from Baltimore Harbor Channels (Brewerton Angle and Curtis Bay Channels) to be placed at the Cox Creek Dredged Material Containment Facility.
- The work will utilize equipment such as two clamshell dredges (30+ cubic yards), a hydraulic unloader (24-30 inches), six to eight large tugs, six to eight material scows (2,500-6,000 cubic yards), a drag bar and barge, along with necessary attendant plant and pipeline.

Period of Performance
The work is scheduled to be performed between November 2026 and March 2027, with an estimated performance duration of approximately 120 calendar days from receipt of Notice-to-Proceed.

Bidder Requirements
Bidders must meet specific requirements including:
- A bonding capacity letter from surety for a dredging project of similar magnitude.
- At least two examples of similar projects completed in the past six years.
- Capability to perform at least 40% of the dredged volume with their own equipment or equipment owned by another small dredging concern.
