This is a requirement for Six (6), VISN-04, VA Medical Center facilities throughout Pennsylvania and Wilmington, Delaware. The full solicitation will be posted on the Contract Opportunities website at www.sam.gov on or about 10/30/2025. The full solicitation will be Full and Open Market Competition with no set-aside. The North American Industry Classification System (NAICS) for this procurement is 325413, In-Vitro Diagnostic Substance Manufacturing, the size standard is 1,250 employees and the Product Service Code (PSC) is Q301 Medical Reference Laboratory Testing.

Background
The Department of Veterans Affairs (DVA) is issuing a requirement for microbiology instrumentation and testing services across six VA Medical Center facilities in VISN-04, which includes locations throughout Pennsylvania and Wilmington, Delaware.

The goal of this contract is to secure a reliable contractor to provide automated microbial identification and antimicrobial susceptibility testing services, essential for managing life-threatening infections effectively. This procurement will be conducted as a Single Award Blanket Purchase Agreement (BPA) under 13 procedures.

Work Details
The contractor shall provide microbiology testing services that include:
1. Automated microbial identification and antimicrobial susceptibility testing services.
2. Supply of FDA approved analyzers, reagents, consumables, and support necessary for advanced testing.
3. Continuous inventory of reagents, standards, controls, supplies, and disposables to ensure uninterrupted operations.
4. Equipment must meet performance characteristics defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory Standards Institute (CLSI).
5. The instrumentation must support simultaneous testing as described in the Performance Work Statement (PWS).
6. Delivery of emergency supplies within 24 hours if required due to defects or delivery failures.
7. Provide training for Government personnel on equipment usage and maintenance.

Period of Performance
The anticipated period of performance for this BPA is five years, from December 1, 2025, to November 30, 2030.

Place of Performance
The contract will be performed at six VISN-04 VA Medical Center facilities located throughout Pennsylvania and Wilmington, Delaware.
