Background
The Department of Veterans Affairs (VA) is seeking to procure Reference Laboratory Send-Out Testing Services for the VISN 2 North Medical Centers. The goal of this contract is to provide essential laboratory services that support the healthcare needs of veterans in the Upstate New York region, ensuring timely and accurate diagnostic testing.

Work Details
The contractor will be responsible for providing referral laboratory services, which include:
1. Pickup and transport of specimens to the contractor's laboratory.
2. Pre-analytic processing of samples.
3. Analysis of specimens and reporting of analytic results.
4. Consultation on test selection, specimen collection, and result interpretation.
5. Provision of all necessary supplies including specimen containers and requisition forms.
6. Timely analysis with defined turnaround times as per the test listing.
7. A customer service help desk available Monday to Friday from 7 am to 5 pm for inquiries regarding sample status and results.
8. Monthly reporting on turnaround times, workload testing volume, and reasons for any canceled tests.
9. Immediate reporting of critical results to the ordering VAMC laboratory by phone.
10. Maintenance of required licensing and accreditation throughout the contract duration, including CLIA and NYSDOH certifications.

Period of Performance
The contract will be effective from January 1, 2026, through December 31, 2030, with options for renewal based on performance.

Place of Performance
Services will be performed at various locations across VISN 2 facilities in Upstate New York, including Buffalo, Syracuse, Albany, Bath, and Canandaigua.
