New Lab Staffing Contract Fiscal Year 2027-Path & Lab   3

Background
This solicitation is issued by the Department of Veterans Affairs for Lab Services in support of the Memphis Veterans Affairs Medical Center (VAMC). The goal of this contract is to address a critical staffing shortage in laboratory services, specifically for Cytotechnicians, Medical Technologists, Pathology Assistants, Phlebotomists, and Medical Transcriptionists. The contract aims to ensure that the VAMC Memphis can maintain high standards of patient care and laboratory operations.

Work Details
The contractor shall provide comprehensive lab services as outlined in the Statement of Work (SOW). Key tasks include:
1. Staffing for various positions including:
- 1 Cytopreparation Technician
- 2 ASCP/AMT Certified Medical Technologists
- 1 Pathologist Assistant
- 11 Phlebotomists
- 1 Medical Transcriptionist

2. Services must meet or exceed national standards for quality and safety in laboratory medicine.

3. The contractor must ensure that all personnel are properly licensed and credentialed according to VA regulations.

4. The contractor will be responsible for providing services on an as-needed basis with a minimum notice period of 30 days for medical technologist requests.

5. All personnel must comply with VA policies regarding conduct and confidentiality, including maintaining patient privacy and adhering to federal regulations.

Period of Performance
The contract will be performed over a five-year period from April 1, 2027, to March 31, 2032.

Place of Performance
The services will be performed at the Lt. Col Luke Weathers Jr VAMC located at 116 N. Pauline Avenue, Memphis, TN 38105.

Bidder Requirements
Bidders must be verified as Service Disabled Veteran-Owned Small Businesses (SDVOSBs) within the Small Business Administration's VetCert database at the time of offer submission. Additionally, all key personnel must possess relevant certifications and licenses required for their respective roles in laboratory staffing.
