Description

The Department of Veterans Affairs (VA), Veterans Health Administration, Network Contracting Office 17, plans to award a firm-fixed-price contract to Karius, Inc., located at 975 Island Drive, Suite 101, Redwood City, CA 94065. This contract will provide Laboratory Fee Basis Testing services, specifically the Karius Test , for the Texas Valley Coastal Bend Health Care System (TVCBHCS) in Harlingen, TX. The Karius Test is a next-generation sequencing blood test that detects microbial cell-free DNA and identifies over 1,000 pathogens from a single blood sample. Karius, Inc. has confirmed through a Sole Source letter that they are the exclusive provider of the Karius Test , which is unavailable from other sources and has no equivalent alternatives. The statutory authority for this non-competitive procurement is 41 U.S.C. 3304(a)(1), implemented by FAR 6.302-1, as only one responsible source can meet the VA s requirements. This notice is not a solicitation for proposals or quotations. However, interested parties may submit capability statements or proposals within 10 days of this notice s publication to determine if comparable sources exist. If no affirmative responses are received, the contract will be awarded to Karius, Inc. Please see attachment Statement of Work (SOW). Notice: the POC for this notice does not have a Federal Business Opportunities registration account. Do NOT respond in the Interested Vendors List . The POC does not have any visibility to the Interested Vendors List tab within the notice. Interested firms must respond directly to the POC email address listed in the notice for consideration.
Background
The Department of Veterans Affairs (VA), Veterans Health Administration, Network Contracting Office 17, plans to award a firm-fixed-price contract to Karius, Inc. This contract aims to provide Laboratory Fee Basis Testing services, specifically the Karius Test®, for the Texas Valley Coastal Bend Health Care System (TVCBHCS) in Harlingen, TX.

The Karius Test® is a next-generation sequencing blood test that detects microbial cell-free DNA and identifies over 1,000 pathogens from a single blood sample. Karius, Inc. is the exclusive provider of this test, which is unavailable from other sources and has no equivalent alternatives.

Work Details
The Contractor shall provide Karius laboratory testing services which include:
1. Specimen requirements and means of transport for specimens from VA laboratories to the contractor’s laboratory.
2. Processing and analysis of the specimen.
3. Consultation regarding selection, collection, transportation, and result interpretation when required.
4. Provide all necessary supplies for transporting specimens including lab test request forms, specimen shipping containers, special handling instructions, and tracking air bills.
5. Deliver a Laboratory User’s Manual detailing testing methodology, reference ranges, specimen requirements, and special handling instructions.
6. Ensure integrity during specimen transport and provide any necessary preservatives.
7. Analyze samples and return results within established timeframes.
8. Maintain communication with VA Laboratories regarding pending tests and consult on urgent test results by telephone.
9. Provide monthly billing for tests by the 20th of each month following service delivery.
10. Must be licensed under CLIA (Clinical Laboratory Improvement Amendments) and comply with proficiency testing requests from VA Laboratories.

Period of Performance
Base Period: 04/01/2025-03/31/2026; Option Year One: 04/01/2026-03/31/2027; Option Year Two: 04/01/2027-03/31/2028; Option Year Three: 04/01/2028-03/31/2029.
