Background
The VA Portland Healthcare System (VHAPORHCS) Pathology & Laboratory Medicine Service Department is seeking continued access to specialized testing for Measurable Residual Disease (MRD) detection in hematologic malignancies.

MRD serves as a crucial diagnostic and prognostic tool that helps quantify the presence of residual cancer cells during and after treatment for conditions such as multiple myeloma, B-cell acute lymphoblastic leukemia (B-ALL), and chronic lymphocytic leukemia (CLL).

Work Details
The contractor will provide long-term specialized reference laboratory services for the detection of Measurable Residual Disease (MRD) in patients with hematologic malignancies.

This includes performing tests that accurately quantify residual cancer cells, which is essential for monitoring treatment effectiveness and patient prognosis.

Period of Performance
The contract will be performed from September 1, 2026, to August 31, 2031.

Place of Performance
Portland VAMC, 3710 NW US Veterans Hospital Road, Portland, OR 97239.

Bidder Requirements
Bidders must demonstrate expertise in providing specialized laboratory testing services for hematologic malignancies and may need to meet specific qualifications related to laboratory certifications and accreditations relevant to MRD testing.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract history with Oregon Health & Science University, which has received multiple reference laboratory services awards for VA Portland Healthcare System in the 2025–2027 timeframe (e.g., $2,042,230 for reference laboratory services and $1,849,550 for reference laboratory testing). The prior awards’ “reference laboratory testing/services” scope aligns with the current requirement for long-term specialized MRD detection in hematologic malignancies, suggesting continuity of the same specialized testing function rather than a new line of work.
