2 Questions and Answers Question: Section 3: Scope of work, p.7. The term OEM Name is a required field in the VA s contracting module and shall be used as the name of the vendor providing the tests for this requirement. Please confirm that the performing vendor s name should be entered under the OEM name Example: Lab X would be entered into the cell. Answer: Confirmed the name of the vendor performing the test shall be entered. Question: Section 3: Scope of work, p. 7. Are there any additional locations (other than Bay Pines and Orlando VA) that are expecting an onsite processor and should be included in the RFP response? Answer: There are no additional locations for onsite processors. Question: Performance Requirements, section 4.1.5 Tests that are not listed on Attachment D (Reference Lab Line Items) shall be provided as a model for market research purposes. What information is required for the test list that will be provided as a model for market research purposes? Are these tests and this information to be provided as part of Attachment B Testing Locations? Answer: The agency considers market research as general knowledge about the industry. Information obtained for market research purposes will be used to educate the program office on current trends within the industry. Offerors can use their discretion on what information would be deemed relevant for market research purposes. There is no specific requirement to include additional tests on Attachment B. Offerors shall identify additional tests on a separate document as market research or separate the market research updates on Attachment B, if needed. Question: Attachment B Testing Locations. Attachment B and Attachment D do not match, there are tests in one data set that are not in the other. Should Attachment B and Attachment D match? If yes, please provide an updated Attachment B that matches Attachment D Answer: Attachment B provides information about testing location and who will perform tests on a representative (general) sample. There are no criteria for Attachment B and Attachment D to match. Attachment D will become part of the contract, not Attachment B. Question: What action should the responding vendor take with the document SCHEDULE in the RFP response? Background
The Department of Veterans Affairs (VA) is seeking reference laboratory testing services for the Veterans Integrated Services Network 8 (VISN 8) medical facilities. The services include providing reference laboratory testing, consultative services, specimen processing services, and transportation of clinical laboratory specimens to the contractor’s laboratory(s). The contract will cover various VA medical facilities located in Florida, Georgia, and Puerto Rico.

Work Details
The contractor is required to provide reference laboratory testing services for all tests listed on the government’s Attachment D (VISN 8 Reference Lab Line Items) as well as all esoteric tests. The contractor must ensure that the testing services meet or exceed the published Turn Around Time (TAT) and provide evidence of a Quality Management Plan and Customer Service structure. Additionally, the contractor is responsible for transportation of clinical laboratory specimens to their laboratory(s), reporting of clinical and anatomic analytical test results, and establishment of an interconnection with the VA for transfer of laboratory test results directly into a VA computer system via the appropriate Laboratory Electronic Data Interchange protocol. The contractor shall also provide at least one specimen processor at each participating Medical Facility for the processing and packaging of laboratory specimens in preparation for transport to the contractor’s laboratory.

Place of Performance
The contract work will be performed at various VA medical facilities within VISN 8, including locations in Florida, Georgia, and Puerto Rico.
