Background
The Department of Veterans Affairs (VA) is seeking to establish a Blanket Purchase Agreement (BPA) for laboratory rapid testing services at the Grand Junction VA Medical Center. The purpose of this contract is to ensure that the VA can provide timely and accurate laboratory testing for its beneficiaries, particularly during periods when the in-house laboratory may be unable to process tests due to equipment issues or staffing shortages. The contractor will be responsible for providing all necessary point-of-care analyzers, reagents, and related items required for the operation of these services.

Work Details
The contractor shall provide laboratory services including but not limited to:
- All point-of-care (POC) analyzers, uploaders, reagents, standards, controls, parts, and accessories necessary for POC PT/INR assay services.
- Rapid testing services 24/7 for various tests including hematology, chemistry, immunology, microbiology, and blood bank tests.
- STAT testing must be completed within three hours of sample receipt.
- Communication of results back to the VA laboratory must be efficient and timely.
- The contractor must ensure all employees have HIPAA training and maintain quality control through proper calibration and maintenance of instruments.
- An itemized cost per test with discounted pricing must be provided.
- Invoices are to be submitted within 10 days after the end of each month.

Period of Performance
The period of performance for this contract will span five years from September 1, 2025, to August 31, 2030.

Place of Performance
The contract will primarily be performed at the Grand Junction VA Medical Center located at 2121 North Avenue, Grand Junction, CO 81501. The contractor must also operate within a 5-mile radius of this location.
