Background
The Department of Veterans Affairs (VA) is issuing this solicitation to procure wheelchair van transportation services for the VA Maryland Healthcare System. The goal of this contract is to provide safe and reliable transportation for eligible beneficiaries to various medical facilities, ensuring compliance with all relevant regulations and standards.

Work Details
The contractor shall provide wheelchair van transportation services, including all necessary labor, supervision, equipment, uniforms, and other items required for performance. Services must adhere to VHA Directive 2008-020 (Patient Transportation Program) and include:

1. Transportation of eligible beneficiaries to and from VA Medical Centers and Clinics.
2. Coverage for the VAMHCS 24/7 throughout the year.
3. Compliance with applicable wage and hour laws.
4. Services provided Monday through Friday from 6 AM to 6 PM, with potential for earlier or later service with 24-hour notice.
5. A minimum compliance rate of 90% for timely responses to pick-up requests.
6. Provision of wait time reimbursement after an initial grace period of 30 minutes.
7. The ability to transport one veteran beneficiary per trip unless otherwise authorized.

Period of Performance
The anticipated period of performance is one year, beginning January 1, 2025, and ending December 31, 2025.

Place of Performance
Services will be performed primarily in Baltimore, MD, at the VA Maryland Healthcare System located at 10 North Green Street, Baltimore, MD 21201.
