36C26324R0005 Pierre, South Dakota Community Based Outpatient Clinic

Under authority 38 USC 8153, the Department of Veterans Affairs (VA), Network Contracting Office 23, Saint Cloud, MN intends to procure Primary Care services and Space/Administrative Support for CBOC services include leasing, furnishing, equipping, and staffing one CBOC and providing Primary Care services to veterans. Mental Health services are anticipated to be provided by VA staff members via telehealth or at the main VA facility. The proposed CBOC will provide services for an estimated 990 - 1,125 veteran patients. The current CBOC is operated by a contractor and is located in Pierre, South Dakota. This procurement shall be conducted in accordance with FAR Part 15.

The CBOC shall be physically located in the Pierre, South Dakota and solely dedicated to Veteran beneficiaries of VA Black Hills Health Care System, residing in Hughes, Hyde, Jones, Lyman, Potter, Stanley and Sully Counties in the state of South Dakota and are located within 100 miles of the Pierre, South Dakota CBOC. The Contractor shall provide the facility, clinical staff, administrative support, equipment, and labor necessary in a clinical environment. The NAICS code is 621498, All Other Outpatient Care Centers (Size Standard is $25.5 Million).
The resulting contract shall be a Single Award, Indefinite Delivery/Indefinite Quantity for a base year, with the Government's option to exercise nine (9) one-year option periods. The amended solicitation will be posted to System for Award Management on or about May 15, 2025.

Background
The solicitation is for a 10-year contract for a Community Based Outpatient Clinic (CBOC) in Pierre, South Dakota. The services are to be provided within the city limits of Pierre, South Dakota to offer Primary Care Health Services to eligible Veteran beneficiaries enrolled within the VA Black Hills Health Care System. The contract is for continuous delivery of Contractor Operation Primary Care Services, including Primary Care Services inclusive of space for tele-health services.

Work Details
The Contractor is required to provide various services including primary care and mental health care, support services such as pharmacy, laboratory, and x-ray, and continuous delivery of primary care services. The Contractor must establish one location to provide the required services specified under the resultant contract. The Contractor will be provided a list of all enrolled patients at the beginning of the contract and will be able to bill for these patients immediately.
The Contractor shall provide PACT staffing in numbers and qualifications capable of fulfilling the standards outlined in the resultant contract. The Physician Director must be board certified (or board eligible) by the ABMS in Internal Medicine and/or Family Practice or the BOS in Internal Medicine and/or Family Practice.

Period of Performance
The base year period of performance is from 04/01/2024 to 03/31/2025, with options for nine additional one-year periods.

Place of Performance
The services are to be performed within the city limits of Pierre, South Dakota.
