Description

The Department of Veterans Affairs (VA), Veteran Integrated Service Network (VISN) 8, South Contracting Team, intends to solicit and award an acquisition for a Durable Medical Equipment service for VA beneficiaries throughout the Miami VA Healthcare System and West Palm Beach VA Medical Center and associated clinics. The proposed action is for an Indefinite Delivery Contract, which will be advertised as a set aside to Service Disabled Veteran Owned Small Business on or before 03/10/2025. The contractor awarded this program requirements shall service that entire multi-area and veteran patients. The contract period will be a base of twelve months and four twelve month options. Contractor shall provide delivery, setup installation, and management of Durable Medical Equipment to any patients that are treated at the Miami VA Healthcare System and West Palm Beach VA Medical Center and associated clinics supported therein (Clinic of Jurisdiction/Primary Service Area), regardless of their physical location. The primary Nort American Industry Classification (NAICS) code applicable for this acquisition is 621610, Home Health Care Services, with a size standard of $19 million dollars. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03, 01/17/2025. It is the responsibility of the offeror to review the web page for notice for amendments, updates or changes to the solicitation. No hard copy solicitation will be mailed. To be eligible for award, prospective offerors must be registered in the System for Award Management (SAM) Internet site, https://sam.gov/content/home. Request for information: Any questions regarding this solicitation must be submitted in writing to jessica.kiser@va.gov by 03/13/2025, no later than 12:00 PM Eastern Standard Time (EST). Questions submitted after that date/time will not be entertained. The Contracting Officer will issue a consolidated response via solicitation amendment. Submission of Quotes: Quotes shall be submitted electronically to jessica.kiser@va.gov by 03/21/2025, no later than 4:00 PM EST. Reference Section E.4 for further submission instructions.
Background

This initiative aims to support veterans receiving care at the Miami VA Healthcare System and West Palm Beach VA Medical Center, along with associated clinics. Work Details
The contractor will be responsible for providing a comprehensive range of services related to Durable Medical Equipment, including but not limited to: delivery, setup, installation, management, and maintenance of DME for all patients treated within the Miami VA Healthcare System and West Palm Beach VA Medical Center. Specific tasks include:

- Pickup, setup, disassembly, repair, routine preventive maintenance, service, refurbishment maintenance, site assessment, disposal, storage and delivery of DME.

- Provision of all necessary personnel, equipment, tools, materials, supervision and non-personnel services required to perform these tasks.
- Maintenance of a web-based system for documentation accessible by VA personnel.
- Adherence to standards set by The Joint Commission and the Center for Medicare and Medicaid Services regarding DME services.

Period of Performance
The contract will have a base period of twelve months with four additional twelve-month option periods available.

Services will be performed throughout the Miami VA Healthcare System and West Palm Beach VA Medical Center and associated clinics located in various counties in Florida.
