1. The El Paso Texas Veterans Healthcare System will establish an 8-month bridge contract for Home Oxygen to allow time to get larger contract vehicle in place. Vendor will provide Home Oxygen Indefinite Delivery-Indefinite Quantity (IDIQ) services for the stations listed below. SERVICES AND GEOGRAPHIC AREA The Home Oxygen Services contractor will provide a comprehensive Home Oxygen program furnishing all non-personal services, personnel, equipment, tools, supplies, vehicles, training, reports, and facilities necessary for the provision of Home Oxygen services for eligible patients (Veterans) of the VISN 17 area, specifically The El Paso Veterans Healthcare System (EPVAHCS) . Performance of this contract will involve interaction with Veteran patients and their Caregivers. Contractor personnel will also interact with the COR and other members of the VISN 17 Prosthetics and Sensory Aid Services (PSAS) and Respiratory Therapy Department during the patient s Home Oxygen therapy continuum of care. This contract may be impacted by changes in regulation, legislation, or medical service policy initiatives identified by VA national, regional, or local directors. For each listed VA Health Care System (HCS), contractor shall provide setup, installation, and management of Home Oxygen and/or Ventilation services to any Patients that are treated at the main VA Medical Center (VAMC) and all Community Based Outpatient Clinics (CBOCs) and Outpatient Clinics (OCs) supported therein (Clinic of Jurisdiction/Primary Service Area COJ/PSA), regardless of their physical location. The listing of counties in the PSA for each VA HCS does not exclude the provision of services in other counties. This includes Patients who reside near bordering state s catchment areas but prefer to be seen by a VISN 17 VA HCS provider. Home Oxygen services under this contract will be provided in the following geographic jurisdictions of the VISN 17 EL PASO VA HEALTHCARE SYSTEM (EPVAHCS) 5001 North Piedras Street El Paso, TX 79930-4211 El Paso, Texas facilities are comprised of the following counties: COUNTIES IN TEXAS: Culberson, El Paso, Hudspeth, Reeves. COUNTIES IN NEW MEXICO: Dona Ana, Eddy, Grant, Lincoln, Luna, Otero, Sierra. From time-to-time, the number of Veterans served by this contract will change. El Paso Health Care System currently serves an estimated 980 oxygen-using patients and an estimated 70 ventilator patients. The volumes or amounts shown in the solicitation are estimates only. Contract Pricing and Performance Periods: All pricings shall be invoiced on a monthly basis as stated in the PWS. The contract performance period is one, 8-month period (07/01/2026 to 02/28/2027). Monthly pricing should be based on estimated number of patients. Offeror must submit a technical proposal including a transition plan for transitioning out incumbent vendor s equipment. Offeror shall submit 3 references of past performance (at least two must be Government contracts) for requirements similar in scope, which documents the contractor s ability to perform the services listed in the Performance Work Statement. Period for acceptance of offers: The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers. Failure to submit a complete offer may result in an unacceptable determination. V. Basis of Award This is a competitive comparative analysis selection in which competing offerors' past performance, technical capability and price will be evaluated to determine who represents the best value to the Government at a price that can be determined fair and reasonable and does not exceed available funding for this requirement. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Work Details

- The contractor must also manage changes in regulations or medical service policies as directed by VA authorities. The estimated number of oxygen-using patients served is approximately 980 with an additional 70 ventilator patients.

The contract will be performed over an 8-month period from July 1, 2026 to February 28, 2027.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior VA Home Oxygen services awarded to Mid-Cities Home Medical Delivery Service under contract 36C25722D0098 (idv) for $905,412 (02/01/22–02/28/27). The prior work includes delivery and setup of VA-owned home oxygen and ventilator equipment, rental of oxygen cylinder/liquid systems, and provision of patient supplies such as tubing and safety devices across VISN 17, including El Paso VAHCS. The current 8-month bridge contract similarly requires comprehensive home oxygen program delivery and installation/management of home oxygen and ventilation services at the El Paso VAMC and CBOCs/OCs within the same general VISN 17 service area.
