Martinsburg VA Medical Center (VAMC) has an ongoing requirement for the pickup, delivery, setup, installation, disassembly, repair, preventive maintenance, site assessment, disposal, storage, and patient training/instruction in-the-use of Government-owned Durable Medical Equipment (DME) to all beneficiaries serviced by Martinsburg VAMC and its associated outpatient clinics and neighboring states. This requirement is 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. The VA intends to award a 5-year IDIQ contract for DME services at Martinsburg VA Medical Center. Period of Performance: June 15, 2025 through June 14, 2030. See attached RFQ 36C24525Q0325 for the full solicitation.
Background
The Department of Veterans Affairs (VA) is issuing this solicitation for Durable Medical Equipment (DME) services at the Martinsburg VA Medical Center (VAMC). The mission of the VA is to provide high-quality healthcare to veterans, and this contract aims to ensure that all beneficiaries serviced by Martinsburg VAMC and its associated outpatient clinics receive necessary DME services. This requirement is set aside for 100% Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The VA intends to award a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for these services.

Work Details
The contractor shall provide a comprehensive range of DME services, including but not limited to: pickup, delivery, setup, installation, disassembly, repair, preventive maintenance, site assessment, disposal, storage, and patient training/instruction in the use of government-owned DME. Specific tasks include:
- Ensuring compliance with applicable wages and hour laws.
- Providing education and training in the care and safe use of equipment to patients/caregivers.
- Implementing individualized plans of care based on physician orders.
- Reporting any accidents or malfunctions related to DME immediately.
- Conducting site inspections as required by the COR or designee.
- Submitting detailed reports on service performance and compliance with Joint Commission Standards.
- Managing billing processes that include detailed invoicing for services rendered.

Period of Performance
The period of performance for this contract will be from June 15, 2025 through June 14, 2030.

Place of Performance
The contract will be performed at the Martinsburg VA Medical Center located in Martinsburg, West Virginia, as well as at associated outpatient clinics and potentially neighboring states.
