This is a Set-Aside SDVOSB Request for Quote (RFQ). The government anticipates awarding a firm-fixed price contract resulting from this solicitation. All respondents must have an active registration in the System for Award Management (SAM) at www.sam.gov. Department of Veterans Affairs, Network Contracting Office 16, is soliciting offers for Durable Home Medical Equipment Accessories. The Contractor shall provide Durable Home Medical Equipment Accessories (DME/HME) Services in accordance with the details outlined in the Performance Work Statement (PWS). Background
The Department of Veterans Affairs, Network Contracting Office 16, is seeking offers for Durable Home Medical Equipment Accessories. The Alexandria Veterans Health Care System, part of the VISN 16 VA Healthcare Network, has a requirement for Durable/Home Medical Equipment/Accessories (DME/HME) Services to provide necessary labor, facilities, pick-up and delivery, set-up, disassembly, storage, repairs, and inventory management of VA-owned equipment. This contract aims to ensure that veterans receive timely and efficient access to medical equipment and services.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and non-personal services necessary to provide Durable Medical Equipment (DME) supplies. Specific tasks include:

1. Delivery and pick-up of durable medical equipment to/from the VA Medical Facility or Contractor Storage Area to/from the beneficiary’s address within a 50-mile radius.

2. Cleaning and processing of VA equipment that has been picked up from patients until it is cleaned, sanitized, tagged, bagged and sealed.

3. Assembly and set-up of complex power chairs by a certified technician including follow-up visits as needed.

4. Performing repair services for all DME and wheelchairs on a per-job basis as requested by the Prosthetics & Sensory Aids service.

5. Providing an hourly fee rate for repairs based on a 15-minute interval rate when requested.

Period of Performance
Effective from July 1, 2025 to June 30, 2030.
