Description

The Department of Veterans Affairs, Network Contracting Office 16, Houston, Texas intends to release a solicitation to award a contract for a Community Based Outpatient Clinic (CBOC) for the provision of Primary Care and Mental Health services for eligible Veterans living in Lowndes County. This requirement is in support of the G.V. (Sonny) Montgomery VA Medical Center (VAMC), Jackson, MS. The solicitation for this requirement is estimated to be issued on May 17, 2021. The solicitation will close on/about June 25, 2021. Interested contractors will be required to submit all required documents in accordance with the solicitation submission requirements. The Department of Veterans Affairs, Network Contracting Office 16 in Houston, Texas, on behalf of the G.V. (Sonny) Montgomery VA Medical Center in Jackson, Mississippi, seeks to award a contract for a community-based outpatient clinic (CBOC) to provide primary care and mental health services for eligible Veterans residing in Lowndes County, Mississippi.

Work Details
The contractor shall provide a fully equipped and staffed CBOC that delivers primary care and mental health services (general and PCMHI) exclusively for enrolled Veterans. Services include professional medical staff, diagnostic testing, treatment capabilities, pharmacy, laboratory, x-ray, and administrative support. Care will be delivered through on-site visits and telehealth modalities (VVC, telephone, CVT).
The contractor must furnish medical facilities, equipment and supplies. The contractor shall establish and maintain PACT teams, including PCPs, RN care managers, clinical associates, administrative associates, clinical pharmacy specialists, licensed clinical social workers, registered dietitians, and PCMHI staff.
The contractor shall provide a physician director, manage patient assignment via PCMM, and handle third-party billing and MCCR responsibilities. It shall comply with VHA performance and quality standards for access, satisfaction, chronic disease management, and clinical guidelines.
A Quality Assurance Surveillance Plan shall be implemented. Task orders issued under the IDIQ will be funded individually, fixed-price, and will not exceed 12 months per order.

Period of Performance
Base Year: October 1 2021 – September 30 2022; Option Year 1: October 1 2022 – September 30 2023; Option Year 2: October 1 2023 – September 30 2024; Option Year 3: October 1 2024 – September 30 2025; Option Year 4: October 1 2025 – September 30 2026.

Place of Performance
Columbus, Lowndes County, Mississippi (may include service to Veterans in adjacent counties Monroe, Oktibbeha, Clay, and Noxubee).

Bidder Requirements
Offerors must be small business concerns.
Key personnel must meet VA credentialing requirements.
The physician director must be ABMS or BOS board certified in Internal Medicine or Family Practice, hold state licensure and DEA registration. Nurse practitioners must hold a degree from an accredited NP program, provide transcripts, a graduation certificate, and maintain an active state license.
Clinical pharmacy specialists, licensed clinical social workers, and other PACT staff must possess applicable professional certifications. Subcontracted staff shall comprise less than 25% of total CBOC staffing.
All personnel and subcontractors must undergo background security investigations per VA Directive 0710 and comply with VA Handbook 6500 security requirements. Personnel requiring access to national security information must hold appropriate security clearances.
Experience providing VA CBOC services and use of the VA electronic health record system is highly desirable. Service-disabled veteran-owned and veteran-owned small business offerors must be registered and verified in the Vendor Information Pages database to receive evaluation credit. Non-veteran-owned small business offerors must include a small business subcontracting plan.
