Background
The Department of Veterans Affairs (VA), specifically the Veterans Health Administration (VHA) Office of Veteran Community Care (VCC), is seeking approval for a justification and approval for other than full and open competition. This action is necessary to extend the current Community Care Network (CCN) Region 2 Indefinite Delivery Indefinite Quantity (IDIQ) contract for up to one year due to unusual and compelling urgency.

The current contractor has been providing essential healthcare services to Veterans across multiple states, and this extension aims to ensure continuity of care as the agency transitions to a new contract.

Work Details
The CCN Region 2 contract requires the Third-Party Administrator (TPA) to maintain a network of licensed healthcare providers, including medical, surgical, complementary and integrative health services, durable medical equipment, pharmacy, and dental services.

The contractor must ensure coordinated and timely access to standardized, high-quality care for Veterans when VA Medical Centers cannot provide necessary services within specified timeframes or geographic distances. The contract covers states such as Ohio, Kentucky, Indiana, Illinois, Missouri, Kansas, Nebraska, Iowa, Wisconsin, Michigan, Minnesota, North Dakota, and South Dakota.

Period of Performance
The contract performance period will extend from October 1, 2026, through September 30, 2027. There are also provisions for two additional one-year option periods if necessary.

Place of Performance
The services will be performed across various states in Region 2: Ohio, Kentucky, Indiana, Illinois, Missouri, Kansas, Nebraska, Iowa, Wisconsin, Michigan, Minnesota, North Dakota, and South Dakota.

Bidder Requirements
Only the current CCN Region 2 contractor possesses the unique qualifications required to meet the immediate need for continued services without interruption. New contractors would require a minimum of 12-18 months for implementation due to the complexity of establishing a healthcare network.

The scope aligns closely with the current request to extend the CCN Region 2 IDIQ for continued third-party administrator functions such as maintaining a community provider network, supporting out-of-network and urgent care services, and administering related claims and program requirements across the same multi-state region.
