CCN R1 Contract Extension

Background
The Department of Veterans Affairs (VA), specifically the Veterans Health Administration (VHA) Office of Veteran Community Care (VCC), is seeking approval for a Justification and Approval (J&A) for Other Than Full and Open Competition. Work Details
The CCN Region 1 contract requires the Third-Party Administrator (TPA) to maintain a comprehensive network of healthcare services, including medical, surgical, complementary and integrative health services, durable medical equipment, pharmacy, and dental services.

The contractor must ensure timely access to high-quality care for Veterans when VA facilities are unable to provide necessary services within specified timeframes or geographic distances. The contract covers states including Maine, New Hampshire, Vermont, Massachusetts, Connecticut, Rhode Island, New York, New Jersey, Delaware, Maryland, Pennsylvania, District of Columbia, West Virginia, Virginia, and North Carolina.

Period of Performance
The current contract performance period is in its final option period expiring on September 30, 2026. This J&A supports an extension from October 1, 2026 through September 30, 2027.

Place of Performance
The services will be performed across Region 1 which includes various states in the northeastern United States.

Bidder Requirements
The justification indicates that only the current CCN Region 1 contractor possesses the unique qualifications necessary to meet the immediate needs for continued service delivery. No other contractors can provide the required services within the urgent timeframe needed to ensure continuity of care for Veterans.
