Barstow Mini CBOC (VA-22-00057563)

Background
The Department of Veterans Affairs requires leasing of 5,000 to 6,750 NUSF of space in Barstow, CA to establish the Barstow Mini Community Based Outpatient Clinic (CBOC). The lease includes reserved parking, tenant improvements, and compliance with VA/GSA lease requirements.

Work Details
The Lessor shall comply with all lease requirements, including design, construction, operation, and maintenance of the building.
Deliverables include:
- Submission of Tenant Improvement (TI) price proposals supported by certified cost or pricing data or competitive proposals.
- Exclusion of shell rent items.
- Negotiation and issuance of Notice to Proceed (NTP) for TIs.
- Competitive solicitation of a minimum of two qualified General Contractors or, if needed, subcontractors per trade using the Tenant Improvement Cost Summary (TICS) Table.
- Submission of Building Specific Amortized Capital (BSAC) price proposals using the Security Unit Price List.
- Scheduling and facilitating acceptance inspections ten working days prior to completion.
- Obtaining Certificate of Occupancy or equivalent fire protection engineer report.
- Measurement of ABOA square footage for rent reconciliation and execution of lease amendment.
- Delivery of as-built CAD drawings within 30 days of acceptance.
- Seismic retrofit design, documentation, special inspections, and Seismic Form E certification where required.
- Comprehensive project management covering legal fees, permits, insurance, home office overhead, carrying costs, municipal fees, TI proposal preparation, and coordination with the VA project team.

Period of Performance
Initial firm term of 60 months with the Government’s right to terminate with 90 days written notice; no option terms.

Place of Performance
Barstow, California within the delineated area bounded by Burnt Tree Road to the north, Buckboard Road to the south, Lakeview Road (Baker) to the east, and Hinkley Road to the west.

Bidder Requirements
Service Disabled Veteran Owned Small Business Set-Aside (SDVOSBC). Lessor must competitively solicit a minimum of two qualified general contractors or subcontractors for tenant improvements.
