Description

The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to solicit a Firm Fixed Price contract to provide support to the Wounded Warrior Regiment. The Wounded Warrior Regiment (WWR) is an over-arching program that supports wounded, ill or injured (WII) Marines, Sailors attached to the Marine Corps, and their family members through difficulties of recovery, rehabilitation, and return to duty or transition to civilian life. This requirement will be solicited as a 100% Small Business Set Aside. The goals for the program are: 1) to support a comprehensive Psychological Health (PH) and Traumatic Brain Injury (TBI) program which will ensure every Marine, and Sailor assigned to a Marine Corps unit receives appropriate medical evaluation and care to include optimal coordination of services to best facilitate return to duty or disability determination and transition into civilian life; 2) to provide subject matter expertise, counsel and education to Wounded Warrior Regiment staff, USMC headquarters elements and other Marine units regarding PH, TBI, and related issues and assist the Marine Corps in the development and implementation of policies and programs for PH and TBI; 3) to assist Marines and eligible Sailors overcome gaps and barriers in health care delivery to ensure specialized care and support needs arising from PH issues and TBI are met; 4) to make Marine Corps leadership and appropriate outside agencies aware of manifestations of mental health issues and TBI and how these conditions can impact personal judgment and behavior. The headquarters of the Regiment is located at Quantico, VA. There are two Battalions, one on the West Coast at Camp Pendleton, CA and one on the East Coast at Camp Lejeune, NC each with several subordinate Detachments. The base period of performance for this acquisition is anticipated to begin on 29 September 2016 and continue through 28 September 2017. The proposed contract will contain four one-year options periods. The applicable North American Industry Classification System (NAICS) Code is 621999 (All Other Miscellaneous Ambulatory Health Care Services) and the Small Business Size Standard is $15.0M. The solicitation will be made available electronically upon its release at the Navy Electronic Commerce Online (NECO) website, www.neco.navy.mil. It is anticipated that the solicitation will be released on or about 9 February 2016. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments. The Government will not pay for the information received. It is anticipated the solicitation will be released fifteen days (15) after this synopsis. The closing date for the receipt of offers will be set forth in the RFQ. Offerors must be registered in the System for Award Management (SAM) database in order to be considered for award. See www.sam.gov for further information and instructions.
