This is the REQUEST FOR PROPOSAL for the TRICARE Dual- Eligible Fiscal Intermediary Contract (TDEFIC).

This TDEFIC acquisition is for a new contract for the continuation of comprehensive health care claims processing, customer support and other associated administrative services (e.g. submission of TRICARE encounter data and provider certification) on behalf of dual-eligible Medicare/TRICARE beneficiaries for healthcare services received in the United States, Puerto Rico, Guam, the US Virgin Islands, American Samoa and the Northern Mariana Islands. The total eligible population for TDEFIC is approximately 2.1 million beneficiaries with approximately 48 million claims processed annually. Chapter 55, Title 10, USC; and Title 32, National Defense, Code of Federal Regulations (CFR) Part 199, outline the benefit structure, administrative functions and the various health care programs, including TDEFIC.
The TDEFIC solicitation will use full and open competition and tradeoff best-value source selection procedures which will result in the award of a single requirements contract with fixed unit prices. The period of performance will include a 10-month transition-in period, plus six 1-year option periods. Transition-out will occur concurrently with the last option period exercised.
Proposals are due not later than noon (MT) on June 3, 2013. In order to receive emails concerning the status of this solicitation, interested parties are strongly encouraged to register as vendors on www.fbo.gov and then sign up as interested vendors for the TDEFIC Solicitation HT9402-12-R-0005. It is the responsibility of the prospective offeror to review this site regularly for updates and/or changes. Offerors should only use the files posted today because they supersede any information previously provided as draft documents. The Government will post any subsequent revisions, if any, as amendments to the solicitation on fbo.gov.

Please read and comply with all requirements for submitting a proposal. Failure to comply with the instructions contained within this RFP could result in the proposal being ineligible for award. It is the offeror's responsibility to ensure its proposal meets all the requirements identified in this solicitation. No hard copy of this solicitation will be issued. Offerors shall submit any questions concerning this solicitation via email not later than 11:00 am (MT), on April 19, 2013, to Margaret.Zancanella@tma.osd.mil. TMA will post responses to questions on fbo.gov at a later date.

Pre-Proposal Conference: If a potential offeror feels a pre-proposal conference would assist its proposal preparation, the potential offeror shall send an email indicating whether it would attend in person or via telephone conference not later than 11:00 am (MT), on April 12, 2013, to Margaret.Zancanella@tma.osd.mil. TMA is not offering one-on-one meetings with potential offerors. If the need for a pre-proposal conference is identified, TMA will host such conference on Friday, April 26, 2013, at 16401 E. Centretech Parkway, Aurora CO 80011. The conference will include teleconferencing capabilities. Based on the responses, TMA will update fbo.gov on April 15 to indicate if there will be a pre-proposal conference, the specific time and instructions to RSVP to attend.
