Background
The Bureau of Indian Education (BIE), part of the Department of the Interior (DOI), is issuing this solicitation for psychological services at Lake Valley Navajo School. The goal of this contract is to provide essential mental health support to students, particularly those identified as needing special education services. The contract aims to enhance the educational environment by addressing psychological impairments and ensuring compliance with federal guidelines.

Work Details
The contractor will provide psychological therapy services as outlined in the Statement of Work (SOW). Key tasks include:

1) Counseling three identified special education students;
2) Conducting initial evaluations and reevaluations for up to three students to determine eligibility for special education;
3) Identifying students with psychological impairments;
4) Implementing Individualized Education Programs (IEPs);
5) Providing direct intervention using various service delivery options;
6) Including compensatory time owed by a previous speech therapist in billable hours.

Additionally, indirect services will support students in a general education curriculum, including dynamic assessments, teacher consultations, pre-referral intervention activities, classroom observations, screenings for communication and learning issues, and adherence to federal IDEA, BIE, and FERPA guidelines. The psychologist must maintain valid licensure and perform all services onsite at the school for a total of five hours per week over an estimated period of 50 weeks.

Period of Performance
The period of performance for this contract is from August 15, 2025, to August 14, 2026.

Place of Performance
The contract will be performed at Lake Valley Navajo School located at North Hwy 371, County Rd 7750, Crownpoint, NM 87313.
