Background
The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) is issuing a Request for Proposal (RFP) for the Psychological Assessment Services (PAS) acquisition. The PAS is being solicited as a competitive small business set-aside under Part 12 and Part 15. The acquisition has been assigned North American Industry Classification System code 621112 – Offices of Physicians, Mental Health Specialists, with a size standard of $12.0 million.

Work Details
The DOE/NNSA plans to issue a single award, hybrid contract, comprised of Fixed-Price (FP) Unit Cost and Time and Material (T&M) Contract Line Items Numbers (CLINs). The FP CLIN is for the reoccurring portion of the contract, while the T&M CLINs will capture non-routine elements such as time spent preparing and participating in testimonies, travel time, laboratory tests, special requests, and other direct costs. Offerors must provide a technical proposal which includes all volumes as requested in the RFP pertaining to psychological services for all three NNSA regions to be considered for award. The contract anticipates a five-year period of performance, comprised of a one-year base period and four one-year option periods.

The period of performance for the contract is from June 21, 2023, to June 20, 2028.
