The Space Development Agency (SDA) is issuing this DRAFT Other Transaction Authority (OT) solicitation for a prototyping effort of the Proliferated Warfighter Space Architecture (PWSA) Tranche 3 (T3) Tracking Layer. The T3 Tracking Layer prototyping effort will accelerate the capability to provide global, persistent indications, detection, warning, tracking, and identification of conventional and advanced missile threats, including hypersonic missile systems. The T3 Tracking Layer will also demonstrate a missile defense capability. The T3 Tracking Layer scope includes the procurement and deployment of an anticipated minimum of 54 space vehicles (SVs) with infrared (IR) sensors in six (6) orbital planes. Additional prototyping of satellites and sensor payloads may also occur under this OT in order to inform requirements and constellation design. The fully deployed Tracking Layer is estimated to include more than 100 SVs in low Earth orbit (LEO) across multiple planes.

Background
The Space Development Agency (SDA) is issuing a DRAFT Other Transaction Authority (OT) solicitation for the Proliferated Warfighter Space Architecture (PWSA) Tranche 3 (T3) Tracking Layer. The goal of this contract is to accelerate the capability to provide global, persistent indications, detection, warning, tracking, and identification of missile threats, including hypersonic systems.

The T3 Tracking Layer will also demonstrate missile defense capabilities and aims to establish a constellation of at least 54 space vehicles (SVs) equipped with infrared (IR) sensors across six orbital planes, with a fully deployed layer expected to exceed 100 SVs in low Earth orbit (LEO).

Work Details
The scope of work includes:
1. Procurement and deployment of a minimum of 54 SVs with IR sensors in six orbital planes.
2. Prototyping additional satellites and sensor payloads to inform requirements and constellation design.
3. Ensuring interoperability among all PWSA performers' SVs and systems, including those from Tranche 1.
4. Delivering at least 18 SVs per submission in two orbital planes with associated ground support and operations capabilities.
5. Conducting initial launch capability by March 31, 2029, followed by monthly launches for subsequent planes over approximately six months.
6. Implementing a continuous checkout and commissioning process for SVs post-launch to prepare for operational acceptance.

Period of Performance
The first plane of the T3 Tracking Layer constellation is expected to be launched no later than March 31, 2029, with subsequent launches occurring on a monthly basis over approximately six months.
