Crane Support Services for
Public Works Division (PWD)
1. BACKGROUND. This requirement is to provide upon a one-week notice, daily and weekly rental crane support services for loading and offloading capabilities of HVAC units, electrical transformers, fuel tank and other heavy materials at various locations aboard the MCAGCC 29 Palms installation. The contractor will also provide port to port crane support with qualified certified operators and riggers. All heavy equipment
shall be safe and fully operational. Period of Performance will be 1 APR 2026 through 28 FEB 2027.

2. DESCRIPTION OF SERVICES.
2.1. Contractor shall provide all crane support services and equipment with certified experienced operators and riggers. The contractor shall also be responsible for complying with all applicable federal, state, and local regulations and laws to include, but not limited to, Environmental Protection Agency (EPA) regulations. The Hours of operation will be from 0630 - 1600 Monday through Friday not to exceed 8 working hours per day plus lunch. HVAC units will not weigh more than 4,000 LBS. The HVAC units on required roof tops will be lifted on/off no higher than 40 Feet. Moreover, most of the lift work has been identified below which may also incorporate unknown and unforeseen heavy materials and equipment. In
the event of an emergency and the need for unforeseen lifts that are not easily identifiable at this time, the contractor shall also provide daily and weekly rates for crane services that may be required.

Background
The Public Works Division (PWD) requires crane support services for loading and offloading HVAC units, electrical transformers, fuel tanks, and other heavy materials at various locations aboard the MCAGCC 29 Palms installation.

The contractor will provide port-to-port crane support with certified operators and riggers, ensuring all heavy equipment is safe and operational. This contract aims to facilitate efficient handling of heavy materials as needed on short notice.

Work Details
The contractor shall provide all necessary crane support services and equipment with certified experienced operators and riggers.

Compliance with federal, state, and local regulations, including EPA regulations, is mandatory. The hours of operation are Monday through Friday from 0630 to 1600, not exceeding 8 working hours per day plus lunch. The maximum weight for HVAC units is 4,000 lbs, and lifts will not exceed a height of 40 feet.

The contractor must also prepare for unforeseen lifts that may arise during operations by providing daily and weekly rates for additional crane services as required. The estimated total includes 12 locations with 31 HVAC units requiring various lifts: Building 1102 (8 lifts at 140 tons), Building 1107 (2 lifts at 40 tons), Building 1407 (3 lifts at 40 tons), Building 1408 (2 lifts at 140 tons), Building 1438 (2 lifts at 40 tons), among others.
