Description

The renovation will include concrete repair and replacement, improvements to the storm drain system, mechanical infrastructure, fire & life safety systems, EV charging stations, and electrical and lighting systems.

The existing parking garage is a five level 119,442 gsf reinforced concrete parking garage. The planned project delivery is Design-Build. The project site is located along the southeast side of the Patrick V. McNamara (PVM) Federal Building. The garage consists of 3 levels below grade, 1 level at grade, and 1 level above grade. The garage provides mission critical parking to the agencies located in the adjacent, historic, PVM Federal Building. GSA is pursuing a project that strives for innovative use of renewable energy and low embodied carbon materials.

The parking garage is a contributing structure to the PVM Federal Building (1972). GSA is working to get the Center listed on the National Register of Historic Places (NRHP). As such, GSA treats these buildings as if they are on the register so Section 106 of the Historic Preservation Act applies, and Secretary of the Interior's Standards must be complied with.

Award is anticipated in August of 2024 with substantial completion anticipated in November of 2026. The estimated cost range is between $15,000,000 and $25,000,000. This is a negotiated, best value procurement.

The contractor is to provide all management, supervision, manpower, equipment and supplies necessary for this project. The proposed contract is being solicited as full and open competition. The Request for Proposal is planned to be issued in July 2023.

In addition to the construction opportunity reflected herein, GSA is seeking suppliers and manufacturers that are interested in supplying low embodied carbon asphalt, concrete (and cement), glass and steel materials for the project. Suppliers and manufacturers of materials meeting GSA's Interim Inflation Reduction Act Low Embodied Carbon Material Requirements may submit an Expression of Interest to the contact below no later than July 10, 2023.

Expressions of Interest should indicate materials available and global warming potential values reflected in materials' environmental product declarations. Submission of an expression of interest grants GSA your permission to publish your firm's contact information and offerings for use by potential offerors on the construction requirement. Supplier and manufacturer contact information will be published in an informational amendment issued by GSA.

By participating in the competition, offerors consent to GSA sharing their suppliers' names and the global warming potential values associated with suppliers' materials with the successful offeror. Technical solutions, supplier pricing, and supplier-offeror terms and conditions will not be shared, in accordance with the Procurement Integrity Act.

Any questions regarding this notification should be directed to the Contracting Officer whose name appears herein. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendments, if any, to the solicitation.
