Description

This is a combined synopsis/solicitation for commercial item with commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1232SA25Q0656 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2025-04. The associated NAICS Code is 334516 and the Small Business Size Standard is 1,000.

The NEA Dairy and Functional Foods Research in Wyndmoor, PA has a requirement for a zeta instrument titrator. This is a Total Small Business Set Aside. The Government intends to award a firm fixed price purchase order.

DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Offerors shall respond by:

1) Transmittal Summary Letter. A summary cover letter to the submission should provide at a minimum the following (i) Identification of the Point of Contact, current phone number, and email address. (ii) UEI Number, CAGE Code, Tax Identification Number (ii) A list of the submission package contents.
2) Providing a quote on company letterhead addressing all of the requirements of the RFQ, clearly note per item pricing in accordance with Brand Name specifications if required (attached), shipping/handling/delivery costs, and be valid for at least 90 days after receipt of quote.
3) Verification that the product is made in the United States.
4) Have an Active SAM.gov registration and complete the Representations in FAR 52.204-54; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.sam.gov.

Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (sam.gov).

FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document. Additionally, other contract requirements and terms/conditions can be located in the same document.

The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: technical acceptance, past performance and price. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote represents the best as a whole. The Government has the discretion to accept other than the lowest priced quote that provides additional benefits.

All sources wishing to quote shall furnish a quotation by the time and date noted in the General Information, Date Offers Due field above. Quotations are to be sent via email to James Porter at james.porter@usda.gov with the RFQ number in the subject line.

Failure to provide the required information in the requested format may result in quotes not being considered for award.Attached Provisions/Clauses including the Buy American Act apply to this RFQ and any subsequent award.

Background
The U.S. Department of Agriculture - Agricultural Research Service (USDA-ARS) is seeking to procure a zeta potential and particle size analyzer for food and agricultural research applications. This requirement is part of the NEA Dairy and Functional Foods Research located in Wyndmoor, PA, which aims to enhance research capabilities in dairy and functional foods. The contract will be awarded as a firm fixed price purchase order under a Total Small Business Set Aside.

Work Details
The USDA-ARS requires one (1) zeta potential and particle size analyzer, specifically the Malvern Panalytical Zetasizer Lab Blue Label or an equivalent model. The equipment must meet the following salient characteristics:

1. **Operational Principle and Design:**
- Zeta potential determined by electrophoretic light scattering (ELS) using phase analysis light scattering technology.
- Particle size distribution (PSD) measurements using dynamic light scattering (DLS) technology with a detector at 90° from the incident light path.

- Capable of measuring zeta potential with samples as small as 40 µL.
- Must include an autotitrator for measuring zeta potential across a pH range.
- Must use disposable sample cells and allow for upgrades to automated sample handling.

3. **Performance Specifications:**
- Provide zeta potential measurements as a distribution rather than a single value.
- Measure PSD in a range of 0.3 nm to 10 µm.

4. **Control System and Software:**
- PC-based control software compatible with Windows operating systems, including automatic calculation of derived values and data export compatibility with Microsoft Excel.
