Purchase of Microfilm Scanner for the Library of Congress

This is a public notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 Synopsis of Proposed Contract Actions.
The Library of Congress, Contracts and Grants Directorate, intends to award a sole-source firm fixed price purchase order to Quality Associates, Inc. (11850 West Market Place, Suite P, Fulton, MD, 20759). The Library of Congress (Library) requires a new Mekel Mach 10 Scan System microfilm scanner to be delivered, provide training, and a warranty. There are no other currently known authorized reseller of this product.
The period of performance of the intended contract shall run for 12 months (which includes the warranty period after the item is delivered) and is value at an estimated amount below the simplified acquisition threshold but above the public notice threshold (defined as greater than $15,000 but less than $250,000) for the entire period of performance. The attached Statement of Work includes further details.

This announcement constitute the only public notice, proposals are not being requested from other parties, and a written solicitation will not be issued. This public notice accomplishes the following:
1. Notice of the Library's intent to sole source to Quality Associates, Inc.;
2. Synopsizing the requirements in accordance with the FAR; and
3. Publically posting the approved Justification and Approval (J&A) to the public in advance of the contract award.

As a result of this, a second posting of the J&A is not required after the award has been made, as the public posting of the J&A is being accomplished via this public notice. The following attachments are included in this notice:
