Purchase of Maintenance Agreement for Titertek Equipment   2

The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c)(1) in accordance with FAR Part 13.106-1(b)(1) only one responsible source reasonably available and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 334516. The size standard is 1000 employees.

This contract is for a service and maintenance agreement to support Titertek equipment for the DLS's Newborn Screening and Molecular Biology Branch (NSMBB). NSMBB operates liquid handling systems manufactured by Titertek-Berthold. These instruments are used in dried blood spots (DBS) production and testing for the Newborn Screening Quality Assurance Program. The program provides DBS quality assurance materials to over 680 laboratories. These instruments are essential to the laboratory and they periodically need annual preventive maintenance and needed onsite repairs.

Marc DeLuca is the only company supported by Titertek that can provide appropriate maintenance services to support the Titertek liquid handling robots used in the CDC Newborn Screening Laboratory. Marc DeLuca is the only company trained and approved to service Titertek equipment. They are the only known company that provides certified technicians to work on Titertek equipment. Marc DeLuca is the only company with the ability to provide updates to the proprietary software that drives the Titertek equipment. Maintenance of the proprietary software can only be accomplished by Marc DeLuca. There are no other vendors that can provide maintenance of the CDC's liquid handling equipment.

No solicitation will be posted to FedBizOpps. We will only issue a solicitation to Marc D DELUCA. Marc D DELUCA is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer.
