NASA/NSSC intends to issue a sole source contract to Jasco Incorporated under the authority of FAR 12.102(a). It has been determined that Jasco Incorporated 28600 Marys CT Easton Maryland 21601 7463 United States is the sole provider of Purchase of FTIR and UV-Vis/NIR microscopes for The ICEE facility

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Ames Research Center (ARC).
The Government intends to acquire Commercial items or services using the provisions, clauses and procedures prescribed in FAR Part 12 for Commercial

The NAICS Code for this procurement is 334516.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. Central Standard Time on 6/30/2026. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Background
NASA/NSSC has a requirement for the purchase of FTIR and UV-Vis/NIR microscopes for The ICEE facility. NASA intends to issue a sole source contract to Jasco Incorporated, located at 28600 Marys CT Easton, Maryland, as they are determined to be the sole provider for this equipment.

The ICEE facility is a state-of-the-art planetary science research facility that replicates extraterrestrial environments needed for planetary science research. This purchase aims to establish a Planetary Science Molecular Spectroscopy and Spectrophotometry Center at NASA Ames, focusing on biosignatures and their diagenesis.

Work Details
The contract includes the procurement of:
1. A mid-IR configuration infrared spectrometer with diode laser, KBr beamsplitter, high-intensity ceramic IR source, sealed aluminum Michelson interferometer with spectral range from 7800-350 cm-1 or better, spectral resolution of 0.07 cm-1 or better, SN ratio of at least 55,000:1 at 4 cm-1 resolution, inert gas purge options, software for data analysis and export in universal formats.
2. An Infrared Microscope that attaches to the IR spectrometer with features including an automated XYZ stage, autofocus, diamond ATR microscope objective for mapping, IQ Mapping capabilities, high-resolution CCD color video camera.
3. A UV/Vis NIR Micro-Spectrophotometer with a range of 200 nm to 1.6 um using a 10x Cassegrains objective and integrated dual-beam scanning monochromator system.
4. Additional components such as sample holder frames for accurate repositioning between instruments, Dell Pro Slim Desktop for data analysis, installation and training services by factory-trained engineers.
