Purchase flow meter for permitted outfall

Background
The Environmental Management Office at NASA utilizes a flow meter and sensor at outfall 001 at Lewis Field to measure daily water flow as required by the National Pollutant Discharge Elimination System (NPDES) permit issued by the Ohio Environmental Protection Agency. Flow readings are reported to the Ohio EPA each month.

The contract aims to replace an older model Teledyne Isco flow meter and sensor that is no longer available with a newer, lower maintenance model that provides more accurate readings and lower maintenance costs utilizing a non-contact laser sensor.

Work Details
The contractor is required to purchase and install a Teledyne Isco Signature LaserFlow System (part 68-4360-060), which includes:
- Base station (624350013)
- TIENet 360 LaserFlow sensor with built-in ultrasonic level sensor
- 32.8 ft (10 meter) cable
- User manual

Additional components include:
- Permanent wall mount for TIENet 360 LaserFlow sensor (60-4364-003)
- Power cord, 8 ft. (2.5 meter) with cord grip fitting (60-4304-044)
- Internal seven-digit mechanical totalizer, factory installation recommended (60-4304-15)
- TIENet Network Expansion Box with Desiccator (60-4357-018)
- TIENet Bulk Cable, 120 ft. (60-4304-050)

The installation field service package must include:
1. Removal of the current Teledyne Isco 2150 flow meter, quick disconnect box, and area velocity sensor from storm manhole 01-1000, which is approximately 34 feet deep and requires confined space entry.
2. Installation of the LaserFlow sensor near the bottom of storm manhole 01-1000.
3. Running cable to the quick disconnect box and through existing conduit to a small outbuilding.
4. Installation of the Signature flow meter base station in the small outbuilding near storm manhole 01-1000.
5. Start-up of the Signature Laser Flow system and training of NASA GRC EMO personnel on system use and maintenance.
