The purpose of this Amendment 0001 is to clarify the deadline for questions due, which is no later than 11:00am Eastern Daylight time on September 1, 2023. The RFP Section 6.2, incorrectly references September 30, 2023. Attached find Amendment 0001.

This notification is to post the combined synopsis/solicitation to provide the Transportation Security Administration (TSA) with Advanced Imaging Technology (AIT) systems and all associated services and supplies to support the AIT Program. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This combined synopsis/solicitation is for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.

The solicitation number is 70T04023R7672N011 and is issued as a Request for Proposal (RFP).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-04.

The associated NAICS code is 334511 with a small business size standard of 1,250 employees.

Offerors are hereby notified that all information about this procurement, including the official solicitation and subsequent amendments, will only be available on the Sam.gov website, published in SAM.gov, Contract Opportunities. Interested parties are responsible for monitoring the Sam.gov website to ensure that they have the most up-to-date information about this procurement. Offerors are requested to review all documents carefully.

All questions must be submitted via email in accordance with the attached RFP instructions no later than 11:00am Eastern Daylight time on September 1, 2023.

Background
The Transportation Security Administration (TSA) is charged with the mission of protecting the nation’s transportation systems to ensure freedom of movement for people and commerce. The mission of TSA’s Acquisition Program Management (APM) is to deliver innovative, mission-driven capabilities required by the frontline to safeguard America’s transportation system. TSA uses security related technologies to help secure approximately 1.8 million passengers, 1.2 million checked bags on 25,000 flights at over 430 federally regulated airports every day.
TSA uses AIT technology for on-person screening of passengers for undivested items.

Work Details
This Statement of Work (SOW) defines the requirements for the materials and support to deliver, install, perform Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT), and provide warranty and maintenance services on each system in this scope of work. Offerors shall propose a qualified system to include all Engineering Change Proposals (ECPs) that have been approved as of the date of award. If an ECP is approved after award of this contract or during deployment, the TSA will determine whether it is necessary to modify the contract to reflect the result of the ECP. Should TSA approve an ECP for any updated software after award of this contract and during the deployment of AIT units, the Contractor shall begin delivering systems from the Contractor’s warehouse with the approved software, or upgrade fielded systems with approved software during regularly scheduled maintenance under coverage of the warranty period at no additional cost.
