This combined synopsys/solicitation is for the purchase and installation of four (4) new standalone,Video Surveillance System (VSS), fixed cameras, client workstations, flat panel monitors, video equipment racks and any additional equipment and appurtenances necessary for a fully functional VSS located at the Federal Law Enforcement Training Center (FLETC) Building 36 per the attached SOW. Work needs to be completed within 60 days of reciept of the Notice to Proceed.

An area diagram of the locations is available once a Non-Disclosure Agreement (NDA) is provided to the Contracting Officer at jimmy.dolloff@fletc.dhs.gov.

Solicitation extended until 1700 hours EDT on May 16, 2025 to allow potential contractors to review the revised SOW. Changes made to the SOW are indicated in red or blue text.

All questions need to be submitted before 1700 hours EDT on May 9th, 2025. Questions recieved after this time, may not be answered. Please submit questions to jimmy.dolloff@fletc.dhs.gov.

5/12/2025 - Q&A posted on SAM.gov with updated SOW.

The Contract office will consider any quotes received during the life of the solicitation, but encourage contractors to consider revised quotes that will align with the revised SOW. If multiple quotes are received by a single contractor, the contracting office will only consider the one with the most recent date.

The resulting award will be a Firm Fixed Price contract with price being the sole consideration for that award.

Background
The Federal Protective Service (FPS) is the federal law enforcement agency responsible for the protection and security of federal facilities, employees, and visitors. FPS aims to reduce security vulnerabilities of federal facilities from various threats to ensure properties remain safe and secure.

This solicitation is for the purchase and installation of a Video Surveillance System (VSS) at the Federal Law Enforcement Training Center (FLETC) Building 36, which includes specific equipment and installation requirements as outlined in the Statement of Work (SOW).

Work Details
The contract involves the purchase and installation of four (4) standalone Network Video Management Systems (NVMS), including:
- Fixed cameras
- Client workstations
- Flat panel monitors
- GPS Time Server
- Uninterrupted Power Supply (UPS)
- Video equipment racks

Each screening entrance at FLETC Building 36 will have its own VSS with a standalone client workstation that is not networked to others. The camera systems will include various brands such as Bosch, Avigilon, Axis, and ViTek. Each entrance will feature four cameras: two overhead cameras above X-ray infeed/outfeed tables and two cameras viewing the handheld metal detector area. The NVRs must retain video for a minimum of 30 days with additional storage for future expansion. All equipment must comply with section 889 of the NDAA and be TAA compliant.

Period of Performance
Work needs to be completed within 60 days of receipt of the Notice to Proceed.
