Purchase and Installation of 3 Heat Pump Units

Background
The U.S. Embassy in Tirana is seeking quotes for the purchase and installation of three 48,000 BTU/h heat pump units at the Consular Waiting Area. This project aims to upgrade the existing HVAC infrastructure to enhance climate control, improve energy efficiency, and ensure the comfort and safety of visitors. The solicitation number is PR15207804, issued as a Request for Quotation.

Work Details
The contractor will be responsible for dismantling and removing two existing 36,000 BTU/h cassette type units and installing two high-efficiency 4-way cassette type heat pump units and one floor-standing high-efficiency heat pump unit, each with a capacity of 48,000 BTU/h. The installation must comply with minimum technical specifications including:
- Cooling Efficiency: EER greater than 3; SEER greater than 7.5.
- Heating Efficiency: COP greater than 3.5; SCOP greater than 4.
- Input Power compatibility with a 3-phase, 380 VAC, 50 Hz power supply.
- Use of an Inverter Twin Rotary compressor for energy efficiency and reduced noise levels.
- Environmentally friendly refrigerant in compliance with current standards.
- Indoor air flow requirements: at least 2,000 cubic meters per hour for cassette units and at least 2,400 cubic meters per hour for the floor-standing unit.
- Sound level not exceeding 60 dB for quiet operation. The contractor must also provide DBA insurance for the project and ensure all materials are approved by the COR before work begins.
