Puerto Rico, Carolina - ZSU Underground Utility Relocation and Parking Lot Modernization

Background
The Federal Aviation Administration (FAA), Enroute Construction Group, AAQ540 is seeking to prequalify contractors for the Underground Utility Relocation and Parking Lot Modernization project at the FAA San Juan Combined Control Facility in Carolina, Puerto Rico. This solicitation aims to gather information from Historically Underutilized Business Zone (HUBZone) contractors to develop a list of qualified vendors for future Requests for Proposals (RFPs).

Work Details
The work will include various construction tasks such as:
1. Relocating/replacing utility piping;
2. Milling and overlaying asphalt paving across the full width of roadways or parking lots, including restriping;
3. Replacing full-width sections of concrete paving, sidewalks, gutters, and curbs;
4. Conducting full-depth excavation, placing aggregate base, bituminous concrete asphalt, and asphalt top course where piping installation occurs;
5. Installing utilities and ancillary site components;
6. Landscaping;
7. Modernizing parking lot and other site components;
8. Demolishing existing fire pump building and components;
9. Constructing a new fire pump building with interior components;
10. Replacing the domestic water booster pump;
11. Demolishing the domestic above-ground water tank;
12. Constructing a new domestic above-ground water tank;
13. Demolishing the storm sewer pump;
14. Replacing domestic and fire water above-ground backflow preventers; and
15. Other work as indicated in the Contract Documents. All work must comply with facility procedures to ensure uninterrupted operations.

Place of Performance
The construction projects will be performed at the FAA San Juan Combined Control Facility located at 5000 Carr 190 Carolina, Puerto Rico 00979.
