Description

The United States Embassy in Mexico (Embassy) requires a public opinion research company to provide the Embassy with a public opinion program, quantitative (polling) and qualitative (focus groups, interviews) studies to monitor and track public sentiment trends in Mexico in issues of relevance to the U.S. government for one (1) base year with four (4) option years.

All responsible sources may submit a proposal as long as it complies with the RFP requirements.

The Government may award the contract based on the initial offer without discussion. The resultant contract will be a single award indefinite-delivery, indefinite-quantity (IDIQ) type contract with firm-fixed rates.

The Government is planning a Pre-Proposal Conference and the date for this conference will be in the solicitation.

Pursuant to FAR 4.1102(a) Offerors are required to be registered in SAM at the time an offer is submitted in order to comply with the annual representations and certifications requirements. Failure to be registered at time of proposal submission shall deem the offeror's proposal to be considered non-responsive to the solicitation requirements and no further consideration will be given. Therefore, you are encouraged to complete the registration process and have an active account in sam.gov prior to proposal submission.

Background
The United States Embassy in Mexico seeks a public opinion research company to implement a public opinion program. Work Details
The Contractor shall provide Public Opinion Research services, including: conducting quantitative studies to track public sentiment trends regarding U.S.-Mexico relations, security cooperation, migration perceptions, and trade; performing qualitative studies to explore these perceptions in depth; ensuring all research adheres to industry standards; delivering comprehensive reports with statistical analysis and demographic breakdowns; utilizing random sampling methods for surveys; and maintaining data integrity while safeguarding against leaks.
Specific deliverables include nationwide surveys with a sample size of 2,400 Mexicans over 18 years old, state-level surveys with 800 participants, local and non-local focus groups, and in-depth interviews as directed by the Embassy.

Period of Performance
The contract will be performed over one base year with four option years, each lasting 12 months.

Place of Performance
The services will be performed primarily in Mexico City and potentially other locations within Mexico as required.
