Public Key Infrastructure (PKI) Program for Department of Defense (DoD) Public Key Enabling (PKE) Engineering Support

Background
The Defense Information Systems Agency (DISA) is seeking sources for the Program Executive Office (PEO) Cyber/ID21 Public Key Infrastructure (PKI) Program. The mission of this program is to enhance the security posture of the Department of Defense (DoD) by providing a seamless security environment that supports Identity Management efforts, ultimately defending and protecting the United States. The goal of this contract is to provide consultation and engineering support related to Public Key Infrastructure (PKI), including custom code development, requirements analysis, and integration with external partners.

Work Details
The contractor will perform a multi-year, multi-task effort that includes:
- Custom code development and maintenance.
- Requirements analysis and procurement related to PKI.
- Information Assurance analysis associated with PKI.
- Facilitation of interoperability with external partners.
- Integration of commercial-off-the-shelf products and services with DoD PKI.
- Public Key Engineering consultation and engineering support to Combatant Commands, Services, Agencies, and Enterprise Programs.
- Community collaboration and configuration documentation to support systems on both the Non-Classified Protocol Router Network and the Secret Internet Protocol Router Network.
- Testing of these systems along with required documentation.
Additionally, contractor management reports must be accurate and error-free, with performance thresholds set at 90% accuracy for submissions and 100% accuracy for reports. Quality assessments must meet all technical requirements 90% of the time, while adherence to schedules must meet TO milestones at least 80% of the time.

Period of Performance
The contract consists of one base period of one year followed by four option periods of one year each, anticipated from August 2026 through August 2031.

Place of Performance
Work will primarily be performed at the contractor’s site within the National Capital Region (NCR), specifically at DISA Headquarters located in Fort Meade, Maryland. Contractor employees may also work from home or other approved DISA activities within the NCR as needed.
