Public Housing Assessment System (PHAS) Operation, Maintenance and Development

The Department of Housing and Urban Development (HUD), Office of the Chief Information Officer (CIO) requires a contractor to operate in a steady state, maintain, enhance, and modify PHAS and integrate PHAS with new systems and databases. PHAS is one of the management tools that the Real Estate Assessment Center (REAC) within Public and Indian Housing (PIH) and other critical offices within PIH uses to effectively and fairly assess PHAs. The PHAS systems provide a composite assessment score and designation that assesses how the PHA manages their physical and financial resources in support of their mandate to effectively and efficiently provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities.
