Background
The Centers for Disease Control and Prevention’s (CDC) Center for Preparedness and Response (CPR), with technical support from the responding Center, Institute, or Office (CIO), seeks to develop and execute Training and Exercise Programs (TEPs) to address CDC readiness to respond to scenario-specific public health threats and hazards.
Historically, CDC lacked a recurring scenario-specific incident management exercise program, resulting in gaps in preparedness; this contract aims to build and refine Incident Management System (IMS) teams and public health response capabilities through a series of thematic training and exercise activities targeting nuclear/radiological, pandemic, chemical, biological and other incidents.

Work Details
The contractor shall provide on-site technical support, consultation, and operational management to develop and execute a focused array of Training and Exercise Programs (TEPs).
Core tasks include:
• Task 1 (Base and Option Years): Develop a training and exercise program for the pilot scenario; plan, develop, and execute discussion-based events (seminars, workshops, tabletops) and operations-based exercises (drills, functional exercises) in accordance with HSEEP guidance. Implement SMART objectives; conduct exercise planning meetings; develop realistic scenarios, modules, injects, Master Scenario Events Lists (MSELs) and all necessary exercise documentation. Coordinate logistics, Simulation Cell (SIMCELL) duties, controllers, evaluators, and HHS ASPR coordination. Attend off-site meetings.
Subtasks 1.1: Provide expert consultant support to the PHRPP Program Manager; establish planning team; guide development and revision of operational plans and Programs of Instruction; support administrative and logistics functions; conduct in-progress reviews and advise leadership on program priorities.
Subtasks 1.2: Support development and execution of exercises; build cohesive exercise planning teams; create and coordinate exercise documents; conduct planning meetings and in-progress reviews; execute exercises; develop evaluation strategies; update CDC response plans.
Subtasks 1.3: Manage evaluation efforts; establish and lead evaluation team; identify gaps; develop evaluation criteria; schedule and conduct evaluation meetings; prepare After Action Reports and Improvement Plans.
• Task 2 (Optional): Provide additional controller and evaluator support for up to five eight-week sessions to finalize evaluation documentation; train and organize SME evaluators; collect observations; conduct hot washes; and consolidate inputs for initial After Action Report and Improvement Plan.
• Reporting: Submit monthly progress reports detailing status of tasks, deliverables, personnel, issues, and solutions. Provide informal weekly updates to the CPR Exercise Team Lead.
• Deliverables: Drills, seminars, and workshops; tabletops (2-4 hours each); multi-day functional or full-scale exercises; a TEP capstone culminating exercise; weekly reports; monthly and quarterly reports; After Action Reports and Improvement Plans.

Period of Performance
Base Period: 09/24/2022–09/23/2023; Option Year 1: 09/24/2023–09/23/2024; Option Year 2: 09/24/2024–09/23/2025; Option Year 3: 09/24/2025–09/23/2026; Option Year 4: 09/24/2026–09/23/2027 (total 60 months inclusive of all options).

Place of Performance
Primary on-site performance at a CDC facility in the Atlanta, Georgia area.

This is a combined synopsis/solicitation for commercial items. This announcement constitutes the only solicitation. Competitive quotations are being requested, and an additional written solicitation will not be issued.

The purpose of this requirement is to support the Centers for Disease Control and Prevention's (CDC) Center for Preparedness and Response (CPR), with technical support from the responding Center, Institute, or Office (CIO), in the creation and execution of Training and Exercise Programs (TEP) to address CDC readiness to respond to a core set of scenario-specific threats/hazards.

THIS RFQ IS BEING SOLICITED AS A COMPETETIVE HUBZONE SMALL BUSINESS SET ASIDE.

Offerors are instructed to contact ONLY the Contracting Office releasing the solicitation in connection with any aspect of the requirement prior to contract award. Questions must be submitted using the provided MS Excel template (Attachment E-2) via email to wyv2@cdc.gov with the Subject: (Company Name) Questions to RFQ 75D301-22-Q-75022. The Government will answer questions prior to the deadline for proposal submittal provided those questions are received by 12:00 PM EDT on 06/23/2022. Questions received after this date but before the deadline for Quotation submission may or may not be answered at the discretion of the CO. Questions that are not submitted using the correct template may or may not be answered at the discretion of the CO.

Quotations received prior to the RFQ closing date and time (2:00 PM EDT on 07/06/2022) will be considered by the CDC. Late quotations will not be accepted.

Offerors shall refer to the attached SF 1449 and other solicitation attachments for full details and instructions.

Amendment 1, 06/24/2022, is issued in order to add a Question and Answer document containing the Government's responses to timely questions.

Amendment 2, 06/27/2022, is issued in order to add a clarification to the Question and Answer document for Question #6. Page formatting, including line spacing, can alter for illustrations and tables but must be easily readable. Offerors may use no less than 8-point font on graphs and 10-point font on tables (Arial font acceptable for graphics and tables). Header/footer information (which does not include any information to be evaluated) may be included in the 1" margin space. Foldouts are not acceptable.
