Public Address System (PAS) Upgrade At New Boston Space Force Station, NH   2

Background
The 50th Contracting Squadron at Schriever SFB seeks potential sources capable of upgrading the Public Address System (PAS) required at New Boston SFS, New Hampshire. The equipment upgrade shall provide real-time, intelligible live voice, tone alert and pre-recorded audio alert messages as well as scalability and expandability. The New Boston SFS currently uses Valcom Multipath Public Address System (PAS) for emergency alert notification messages and to perform system activation via Nortel Meridian phones and local pushbutton phones to dial into the Valcom system to activate and broadcast emergency alert messages. The Valcom system was installed in 2010 and is a PBX based system. Over the years degradation has occurred, causing ineffective and unintelligible voice communications at some areas of the base. This project will replace and upgrade the PA System and integrate AtHoc communications to provide a robust and efficient EMNS (Emergency Mass Notification System) for New Boston SFS, using the existing copper and fiber communications infrastructure. This project shall be compatible with PBX systems and then transferable to a VoIP based system. Once New Boston SFS converts to VoIP contractors will provide system integration.

Work Details
The Contractor shall install and integrate new zoneable Indoor Control Units (ICUs) into the primary control station at the BDOC (Base Defense Operations Center) Building B100, at New Boston SFS, and reuse the existing communications copper and fiber infrastructure on base. The Contractor shall replace existing Valcom horns and speakers by providing and installing new tappable ones. The Contractor shall remove all obsolete Valcom speakers, horns, wiring, and any associated equipment and dispose IAW the base instructions.

The Public Address System (PAS) upgrade shall provide real-time terrorist attack announcements, weather warnings, Force Protection, chemical spill warnings, active shooter, exercises, and local accident information affecting base operations. The Contractor shall utilize pre-proposal walk-through to obtain all information, details, and requirements to perform engineering design tasks and develop the installation plan, cutover plan, test plan, and project deliverables. The Contractor shall provide all personnel, equipment, installation, configuration management, labor, material, documentation, and services in support of this requirement.
